If you’re insured through Citizens Property Insurance Corporation, there’s an important change Florida homeowners need to be aware of: many Citizens policyholders are now required to purchase and maintain flood insurance, even if they’re not in a high-risk or federal flood zone.
This requirement was created by Florida lawmakers and is being rolled out in phases. While the goal is to reduce coverage gaps and confusion after storms, many homeowners are only now discovering how the rule affects them – often at renewal time.
What Changed?
Citizens does not offer flood insurance, and flood damage has never been covered under standard homeowners policies. What’s new is that most Citizens personal residential policies that include wind coverage must now carry a separate flood insurance policy – either through the National Flood Insurance Program (NFIP) or an approved private flood insurer.
The requirement depends on two main factors:
- Whether the home is in a FEMA-designated flood zone
- The home’s dwelling replacement cost
What the new require:
- Homes in Special Flood Hazard Areas were required to carry flood insurance starting in 2023.
- For other homeowners, the requirement to carry flood coverage is being phased in based on dwelling value, with broader enforcement continuing through January 1, 2027:
- By Jan. 1, 2026 – homes with dwelling replacement cost of $400,000 or more must carry flood insurance
- By Jan. 1, 2027 – all remaining eligible Citizens policies, regardless of value, must carry flood insurance
As of now, many Florida homeowners with Citizens – especially those with higher dwelling values – are already affected.
It’s also important to note that Citizens does not provide flood insurance itself – so policyholders must purchase a flood policy through the National Flood Insurance Program (NFIP) or through an authorized private flood insurer.
Why Florida Made This Change
Standard homeowners insurance does not cover flood damage. In Florida’s unique environment – with hurricanes, heavy rain events, storm surge, and rising water tables – flood losses can be financially devastating. The new flood insurance requirement aims to reduce coverage gaps and provide more consistent protection for Citizens policyholders.

It also reflects efforts to stabilize Florida’s property insurance market, which has faced challenges with increasing claims, carrier withdrawals, and more volatile weather patterns.
What This Means for Policyholders
If you have a Citizens homeowners policy that includes wind coverage, here’s what you need to consider:
- Flood insurance must be in place before your next renewal deadline if you meet the value threshold or live in a flood hazard area.
- You must provide proof of flood coverage and a signed affirmation form if required by Citizens.
- If you don’t secure flood insurance in time, your Citizens policy could be canceled or not renewed.
Even if your home isn’t in a mapped flood zone, these requirements still apply once your dwelling meets the specified value thresholds.
How Anchor & Atlas Insurance Can Help
Changes like the Citizens flood insurance requirement can feel overwhelming – especially when they affect your renewal timeline and monthly costs. That’s where working with an independent insurance agency can make a meaningful difference.
At Anchor & Atlas Insurance, we help Florida homeowners understand their options and choose the path that makes the most sense for their situation. Because we’re independent, we’re not tied to a single carrier. Instead, we shop for insurance coverage across multiple top-rated, trusted insurance companies to find solutions that align with your lifestyle, risk profile, and budget.
For homeowners with Citizens, that support can take a few different forms:
- If flood insurance is required or makes sense for your situation, we can explain the requirement, compare NFIP and private flood insurance options, and help coordinate flood coverage with your existing homeowners policy.
- If flood insurance isn’t the right fit for you, we can also re-shop your homeowners insurance to see whether there may be alternative carriers available outside of Citizens – potentially with different underwriting requirements and overall pricing.
This allows homeowners to:

- Understand whether the Citizens flood requirement applies to them
- Compare the cost and coverage of adding flood insurance versus switching carriers
- Review their entire insurance picture for gaps or unnecessary expense
- Make an informed decision instead of feeling locked into a single option
Availability and pricing can vary based on location, home characteristics, and market conditions, which is why having an independent agent review your options can be especially valuable.
Rather than navigating these changes alone, many Floridians choose to work with a local agency that can explain coverage in plain language and advocate on their behalf.
Take Action Before Renewal
Because flood insurance typically takes time to go into effect and must be in place before your policy renews, it’s wise to start the process early. Waiting until the last minute can increase stress and risk policy cancellation.
Anchor & Atlas Insurance works with Florida homeowners and business owners to compare coverage from multiple carriers – helping you find insurance that fits your life and budget.
